Policy & Advocacy | State

NDHA’s number one priority is advocacy. During the year and especially during the state legislative session, NDHA tirelessly represents its members, ensuring a unified voice is heard regarding legislation that impacts North Dakota’s hospitals. NDHA brings provider concerns, views, and solutions before lawmakers and continually works to educate legislators on complex issues in health care, ensuring they have the tools and understanding they need to make informed decisions.

NDHA 2025 State Advocacy Issues

  • NDHA supports fair Medicaid reimbursement rates.
  • NDHA supports efforts to increase access to behavioral health care, including the building of a new state hospital.
  • NDHA supports innovative approaches to workforce development, including streamlining professional licensing through the adoption of state licensing compacts, practical licensing requirements for contract nurse agencies, continued funding for immigrant workforce development, and protection of health care workers through increased penalties for assault.
  • NDHA supports protection of the 340B drug pricing program from drug manufacturers’ attempts to restrict program access to covered entities and their contract pharmacies.
  • NDHA supports common sense reform of prior authorization requirements that are imposed by insurers which are over-utilized, result in delayed patient care, and create significant administrative burden on health care providers.
  • NDHA supports additional funding for indigent guardianship programs.
